Page Ranking won't take a hit for a site that is linking to you. You have no way to control who links to you, so for the positive votes, you are given credit, but for the negative sites who are linking to you, you're given no penalty.
That does change however if you are linking to other sites that are negative. You can control who you link out to. If you select a certain site that has no real page rank and may have negative items on it, scams or other kinds of negative content, you will quite likely be penalized by Google for that content so do be careful of who you like to in an effort to add Google Page Rank.
Some links have far more value than others. For example, links from schools or educational facilities are generally lent more credence than Joe's Blog. That's a given, whether or not it's fair or correct. There are numerous .edu sites that would or could link to you that may not have the value that Joe's blog has. All the same, they give you some great boosters to your page rank, so if you can cultivate an EDU link for your site, it will quite likely help you out immensely when it comes page rank time.
